FOUR RUNGS DOWN SINCE AQUINO ASSUMES PRESIDENCY - The Aquino administration was again found BELOW PAR in terms of creating a favorable investment climate as the Philippines slipped TWO NOTCHES in the WB 2013 Ease of Doing Business report to 138TH place FROM last year's 136TH, which is, in reality, the 2ND year the country's ranking has DROPPED in the survey. As the World Bank report found that the procedures in conducting business in Asia had greatly improved, the CONTRARY has been happening in the Philippines where processes have either STAGNATED or WORSENED.
