Oliver Lozano, President of The Lawyer's League for a Better Philippines: Although there is warrant of arrest based on probable cause, the lawyer for former President Arroyo can file a petition for bail  based on insufficiency of evidence. It cannot be said that the case is without political colour because of the so many (previous) cases filed against her by a President (Aquino) who is considered an arch-enemy. For example, in the first case filed against her, that caused her arrest and detention, the 'election sabotage' case. At first she was arrested, she was not allowed to bail, but later on, the Court on a petition for bail, for that the evidence was not strong, and so she was allowed to bail.
