TRIBUNE: Arroyo charged with plunder; 'Dark day for rule of law' - GMA camp - Plunder charges have been filed before the Sandiganbayan against former President and now Pampanga Rep. Gloria Macapagal-Arroyo and officials of the Philippine Charity Sweepstakes Office and Commission on Audit (COA) for the alleged misuse of PCSO intelligence funds during her administration. The camp of Arroyo, however, said the new accusation was devoid of merit, adding it was "another dark day for the rule of law." It was just part of a campaign that President Aquino has been running against Arroyo, his chief political opponent, Arroyo's lawyer Anacleto Diaz said in a statement.
