"That's why I'm sending a letter to the NBI and BI to ask them if the reports were true. I think an investigation should be conducted to determine how and under what circumstances he was able to leave," Binay said. "I am no longer questioning the failure of the authorities to arrests him, baka naman kasi talaga magaling magtago si Lee. But for him to be able to leave is another story."
