The "waiver" supposed attached in every SALN after it has been signed should have no force and effect as it is likened to a contract of Adhesion where one of the parties have no participation in the preparation of it. Assuming true that OMB's claim that the SALN when signed and submitted is a waiver authorizing her to look into the bank record of said individual (CJ), the same should be taken with caution. She might have forgotten admitting that SALN of Justices remained with the SC and never filed to her office.
