PHILSTAR - MANILA, Philippines - The Department of Budget and Management (DBM) plans to allot funds for the purchase of a new presidential plane to replace the 30-year-old Fokker 28 used by President Aquino. Budget Secretary Florencio Abad said the plane is too old and the President "cannot be renting planes all the time."
