Former President and current Congresswoman Gloria Macapagal Arroyo took her oath of office as re-elected Representative of the 2nd District of Pampanga at exactly 11:30 a.m. of June 29, 2013, at the Presidential Suite of the Veterans Memorial Medical Center, Quezon City. Administering the oath to her was Atty. Galileo Angeles. The oath taking was witnessed by her immediate family, staff and six special guest from Pampanga, namely; Epelyn Bamba, a teacher from Lubao, ; Rose Ann de Mesa, a student from Guagua; Zenaida Arbos, a vendor from Porac; Dr. Rodante Pascual, president of the farmers-irrigators association of Floridablanca; Alexis Jay Sapno, a nurse from Sasmuan; and Romulo Valencia, head of the tricycle drivers association of Sta. Rita. The six towns comprise Congressional District 2 of Pampanga. Cong. Arroyo won overwhelmingly in all the towns of her District, garnering almost 90% of the total number of votes.

She took her oath before a notary public at the Veterans Memorial Medical Center where she is under hospital arrest.

Her husband, Mike Arroyo, other family members, her chief of staff Elena Baustista Horn, and her lawyer Raul Lambino witnessed the oath-taking, along with some of Arroyo's constituents from Pampanga.

Arroyo ally Gov. Lilia Pineda and her son Vice Gov. Dennis Pineda, the first-ever-mother-and-son team to head Pampanga's provincial government, have also taken their oaths at the Saint Augustine Parish Church, the oldest church in the province.
