The Philippines dropped five notches in this year's edition of an annual survey of countries monitoring financial development. The country fell to 49th out of 62 nations from 44th on the World Economic Forum's (WEF) Financial Development Report released this month.

THE CENTER PULSO NG PILIPINO 4QA 2012 SURVEY - "The rather high percentage of those who agreed with the Sandiganbayan decision to allow Mrs. Arroyo to remain at the VMMC could have been influenced by the natural trait of Filipino to sympathize with the underdog," averred Malay, adding that only 29 percent of the respondents disagreed with the Sandigandayan decision. Regardless of whether allegations against Mrs. Arroyo are true or not, Malay said her "delicate medical condition and the manner by which she is being treated come into play and this will almost always influence the people's perception to veer in favor of the former President."

Thus, it is more than possible for a US presidential candidate to win the popular vote, but lose via the electoral college, since the electoral college system calls for a state on a winner take all basis. 

MLA STANDARD: Former President and Pampanga Rep. Gloria Macapagal-Arroyo postponed her planned visit to her parents' grave on Thursday because she is too ill, according to her lawyer Anacleto Diaz. Diaz said the ailing Arroyo was advised by her physicians not to leave the VMMC in Quezon City. "Sorry but the former President will no longer push through with the planned and approved visit to her parents at the Libingan ng mga Bayani on November 1. She thanks the Sandiganbayan for approving her request but she is not feeling well and has been advised to avoid the further stress to going and from the cemetery," Diaz said.

Invoking constitutional immunity from suit, Elections Commissioner Grace Padaca asked the anti-graft court Sandiganbayan to dismiss the corruption charges against her although the case stemmed from her action when she was governor of Isabela in 2006. Padaca's lawyer George Aquino argued in a motion filed on Tuesday that Padaca is covered by Section 2 of the Constitution's Article XI on accountability of public officers.
