There is nothing wrong with diplomatic secrecy. But the one kept in the dark should be the other side and not our side. What was wrong was that, to borrow what Edgar Show borrowed from Baruch Spinoza, you cross to the other side of the river to spy on what is there and not to tattle tale the weakness of our side. What was also wrong is that you never let another man do what you formally designated, and congress confirmed another one to do, not without first clearing it with him.
