When you peek into the list of justices of the Supreme Court prior to martial law as found in the early pages of each volume of the Philippines Reports, you will see there a catalogue of "Who was Who"in the Philippine legal firmament  prior to martial law. Compare them with the list of the 40 or so nominees for chief justice TODAY and see if you are NOT tempted to WEEP.

MLA STANDARD: by Christine Herrera- As of June 7, Pres Aquino had already reappointed DSWD Sec Dinky Soliman and DOJ Sec. Leila de Lima 8 times, DILG Sec Jess Robredo 4 times, DOT Sec Ramon Jimenez Jr 3 times, COA Comm Heidi Mendoza 4 times and DENR Sec Ramon Paje 5 times. The President did "midnight reappointment" for all of those officials on June 7, when Congress was adjourned, after their appointments were held back by several controversies.

MLA STANDARD: by Christine Herrera - TWO years into his term, Pres. Benigno Aquino III is engaged in acts he has denounced his predecessor for doing: reappointing Cabinet members after they had been bypassed by the common Appointments least 3 consecutive times.  Mr. Aquino had authoredi a bill declaring such nominees as ineligible when he was a senator.
"The act of the President in successively reappointing bypassed nominees is a clear mockery of the above-mentioned principle enshrined in our fundamental law," Mr. Aquino had said.

"This bid to be CJ is getting to be ridiculous," "Imagine 50 (nominees) already? every Tom, Dick and Harry wants to be Chief Justice." Arroyo said the "usual route" to the position of Chief Justice was that of an ass justice. "Time was when a lawyer's dream was to be a justice of the high court where he can shine with the decisions he pens. He need not be chief justice to shine, "Now, aspirants want to pole vault, leap frog to the chief justice ship without starting as an associate justice"
